Creates or replaces a module's quiz with single-choice, multiple-choice and open questions, answer keys and rubrics.

Caution. A stale expected_revision is rejected. Attempts already submitted keep the snapshot of the questions they answered.
When to use
- Saving a quiz written by the department head.
- Saving a reviewed draft from onboarding_quiz_draft.
