New in 14.6.0onboarding_curriculum_draft
Builds a draft curriculum from the department's memory, grouped by project and record type; the server LLM, if configured, only polishes the wording.

Caution. Nothing is saved. If the LLM fails, the deterministic draft is returned with llm_error set.
When to use
- A department is setting up onboarding for the first time.
- Team memory has grown and you want a fresh proposal to compare with the current curriculum.

} Order within a module: conventions, decisions, solutions, lessons, facts; at most 8 records per lesson. The same memory gives the same draft.
Values are illustrative; the keys follow the server's handler. MCP clients receive the result as JSON text content.
