Lists all active records whose tags contain the given text.

When to use
- You want to browse everything filed under a category such as "database" or "reusable".
- You need an exact tag-based list rather than a relevance-ranked search.

} Matching is partial, so "data" also matches "database". Content is cut to 200 characters.
